work permit for a player

i bought rafael galhardo but didnt get the workpermit so i cant use him, but the game said i could apply again for a new one but i dont know where i can apply ?

allso id like to pay the rangers for danny wilson(if he plays x amouth of league games it will cost me 1mil euro) but there is sup deal in his transfer that says i can buy him free of it for 500k euro, but i cant find the place where i do that either.

Try offer new contract for Rafael Galhardo.

i cant offer him a new one at the moment because he just signed up.

edit: i just made a new contract with him, notting came up with a new work permit.

I'm not sure about 2011 but I know in older games it automatically applied for a work permit when signing a new contract because I had a player one time who kept getting turned down for his because I never played him enough. I eventually lost him on a free transfer.
