Can't sign regens

Whenever I want to transfer a regen, I can't get players for the following reason. In previous games I never had this error. I have to wait until the players reach the age of 18. I wonder if they applied real rules to the game or is this some kind of bug?

It's not a bug, but SI have changed that behaviour. Now, you have to wait until reach 18 y/o.

u can still sign some its just a lot harder
