Try get some people in on loan.
while using genie check the free transfers for players with low reputations and i really mean low.they are your easiest targets.also ask for a parent team which can send you some good loan players from a higher league and also some minimum cash in payment.try to sign players of low transfer value by offering only percentage from the next sale. that is what i did in fm10 and fm09 when managing millwall and at least it worked miracles for me.also when signing any staff try to find people from outside england so that they can offer some knowledge of their country apart from their other talents in your scouting knowledge.
