Gameplay Fixed??

Are some parts of the match play fixed?

Ive sometimes wondered if some elements of the game play in FM11 is fixed to reflect the style and calibre of a certain team in real life rather than on your imposed signings and tactics.
As an example of this, I present this case:
I am manager of arsenal and england, at the end of the 3rd season. Alex smithies (turning out to be a god on my game) is my england no.1 and arsenal no.2.
I play the same tactics for both arsenal and england, although they were developed before I got the england manager job. Thye are centered around short, fluid passing, creativity and keeping the ball.

So heres the thing:
Whenever smithies plays for arsenal, every goal kick, throw etc is sent to a defender, along the floor, as instructed, without fail.

Whenever Smithies plays for england, every goal kick is booted up field, every time he has the ball in his hands it is also booted up field, rather than thrown, without fail.

Ive checked and re-checked the tactics and Smithies is instructed to 'quick throw' and 'defender collect' in both cases. My only conclusion can be that this is fixed in the game play, to reflect englands crappy passing in real life.

Any one else come across things like this? Anyone know if its true?
