Can I buy players, and loan them out until they qualify for a work permit?

I am playing with Arsenal right now and I want to know if I can buy a player and loan him out until he can get his work permit, like Arsenal are already doing with Pedro Botelho and Samuel Galindo. If not that would be very frustrating.

On my last two saves i got to the point of signing youth for future and once at club i offer them straight out on loan, if your lucky and the player in question is decent then you'l have lower standing club bidding :)
No mate. I am saying I keep getting denied on players because they fail there work permit applications so the transfer deal is cancelled. I want to know if there is a way to stop this so i can just loan them to my feeder club to get a work permit.
If you have a feeder club who's function is to help you sign non-EU players (Belgian, polish clubs and many more) then yes. If you have a work permit feeder club then you'll be able to sign players even if they can't get a work permit.
I have Salamanca. It does not give me an option to sign and send them on loan. It just takes me straight to the work permit application section.
You have to appeal for their work permit, if it gets cancelled..and after it is accepted, you will have to bring them into the team. The loaning comes after they are a part of your team.
