I can see you mean Genie Scout from the version you have given don't confuse that with FM scout.

You should make sure the option "Compress Saved Games" in the FM in-game preference window is unchecked.

Also make sure that the specific save game you are trying to load is not version 11.3.0 as Genie Scout does not support the latest patch yet.

I am unsure whether your problem is occurring when you try to load a save game or when you try to load the program itself from your description. If it happens when you load a save game read above, if however it crashes while loading the program itself, try to remove and reinstall both the genie scout and .NET Framework 4.

this happens to me when i load the program not the save game.

According to the relevant part of the thread there is a known problem for some with running Genie Scout 11 on Windows 7.
It has been suggested in the thread that upgrading your Java and Flash Player to their latest versions might resolve the problem, so that should be your first step.

If that does not help you there are two last things for you to try (desperate as they may be):
1. Try to download and install GS11 build 127 instead of the 128 you have now (I believe that version is available in this site).
2. The linked thread above is very long and comprehensive, containing 18 pages. I didn't get the chance to read all of them, but you should give it a shot and see if there are any other suggested solutions which might help you with your specific problem.
