Nowadays its really hard to find a team with many home grown players especially in the starting eleven.
My goal was to win the CL with home growns (mainly with players formed in my club). I know its not easy so you should pick a team with a lot of talented youngsters. So I picked Toulouse FC.

Since this FM, when the transfer market opens, i always look for players from the nation where my competition is first.
Only 2 foreigners, thats not easy!

Nice win. I also have trouble in the later season because there aren't any good home grown players in which I usually playing and I have lots of foreigners.

Actually that was in my second year. To be honest the team that you see at the first post is my third year squad. Paulo Machado and Mohamed Fofana were members of the CL winner team, but Fofana is Toulouse formed player so it was only one more foreigner in that team. He is from Portugal. And these players are in the Toulouse squad from the start of the game.

At the beginning I would've been pleased with a 3rd place in the group. After the qualify I've not even dreamed of beating Juventus but the 5-1 proved the strengh of the team.
Oh and I've signed Miguel Medina at the age of 18 so he will be a home grown player as well and I'm planning to replace Júnior Moraes with him in the next year.
I'm trying to achieve the same with my Brighton Squad, Second season in and we should win the Coca cola championship, then on to the prem
I think the only country where you could achive this is France and maybe Spain. In these countries there are many more young players with high PA and low asking price.
In the other leagues the big clubs have all the youth stars so you can't buy them.
Remembers me of the Champions League winners of 1967. Celtic had a fantastic team with players born within a 50km radious of the stadium. Try to beat that!

Creating new team with 22 new players with CA of 200 and PA of -10 and all born in a city where these team is from. Playing in top division and in Champions League.

That's what I said but to be honest I did that once only I created that team in Polish 4th league and it was kinda boring when in nearly every game I was winning by about 10 goals even when I had the same reputation.
I am extremely interested in this conversation as (although on FM12) i am manager of toulouse fc and i have won back to back Champions leagues 3rd & 4th seasons however not under your homegrown circumstances although i did have a lot french nationals. I would be interested to see how you played and i also have to say Daniel congre was monumental at DC for me.They are an excellent club
One difficulty of course is that teams who aren't at the top get their young home developed talent signed away by others. One thing I've done to supplement my own youth developments and signings is look for players who were home grown and were signed away from the club in years past (like before you got there) and see if once the reputation is improved from a couple years of success some worthwhile ones might come back. You need to use sources outside FM to do this effectively if it's at the start of the game (e.g. internet to look up past transfers, since FM only lists transfers from the start of the game; or your memory if it's a club you favor yourself and happen to know).
And yes, France seems the best place if you're going to build by collecting young players who will eventually qualify as raised at club. Not sure why this is.
You know, this is very hard, I bet you can't do it with the big clubs, such as barca maybe, you won't be playing Messi, Adriano, Alves, Mascherano, Sanchez, and other players, if it's madrid, you won't be playing Carvalho, Pepe, Coentrao, Ronaldo, Higuan, Benzema, Kaka, Di Maria, Ozil, Khedira, Diarra, sort of funny imagining Real Madrid without those, right? It's maybe possible with United? I really don't know, but you'd be better off in a small league, big club, sign the best players from the league who are home grown, and wish for a little bit of luck and tactical brilliance!
