FM Editor League Help

Hi, have stumbled upon this great site while googling for help!
I'm in the middle of trying to create a multi-tier divisional league setup but might have reached the limits of the editor, was wondering if anyone here might know if what i'm trying to do is possible at the very least and if so could they provide a bit of help as to how?

I am creating a new Australian league i've dubbed the "Australian Premier League" and so far have 3 tiers all with relegation and promotion etc, what i'm hoping to do now though i can't figure out how to. I want there to be relagation from the bottom division back into state level, so I want to have a level below the 3rd division that consists of multiple seperate leagues all gunning for the same promotion spots within the 3rd division.
Was hoping to have the top 1 or 2 from each state league go into a playoff with the potential relegation teams from the 3rd division.

so is this possible?

I know I can create the state leagues to function seperately, but can I have them promoted to a single league above them?

You might need to create a seperate tourney for the playoffs where the top teams from the state get promoted to. Then promote the winners to 3rd division

one more thing, does anyone know how to add a "Marquee Player" rule to a league?
The current australian league (for those that don't know) allows for 1 aussie marquee and 1 foreign marquee to be registered outside the salary cap, I can't find it anywhere in the lists of rules I can add

I've been playing the Philippine Nat'l team for a while now. I brought them to success winning almost all cups in the world EXCEPT for the most significant one which is the World Cup cuz I can't effing enter the competition! I'm not even a part of the quals!!! What do I do??? IN DIRE NEED OF HELP AM SO DESPERATE!!!

The part about the multiple lower leagues playing for the same promotion spot is definitely possible. You should look around a bit in the editor in that category. If your league doesn't work it will tell you when you press test or something
And about the Marquee player. I am unfamiliar with these rules, but I think your luck would be best spent if you go to nation rules or something. I don't think it you should look in the league category

I looked in the Nation Rules, but the closest I can come is to set the actual Salary Cap, there's no option in the nation rules or in the options of the competition itself.

Are you adding an entire new australian first division, discarding the old teams or keeping them in the new league?

Keeping old teams in the new league, only adding a few new teams.

The current league is 11 teams (though next season will be 10 as one was removed), my new league will have all previous 11 teams along with 1 new team and 6-8 promotions from lower leagues around australia (which I will subsequently edit to allow for the clubs to be financially sustainable and with a level of playing quality in their squads to ensure they're at least slightly competitive)
