World Cup Help :(

I've been playing the Philippine Nat'l team for a while now. I brought them to success winning almost all cups in the world EXCEPT for the most significant one which is the World Cup cuz I can't effing enter the competition! I'm not even a part of the quals!!! What do I do??? IN DIRE NEED OF HELP AM SO DESPERATE!!!

But on topic: I've looked around a bit and in my FM games, the Philippines never entered the qualification for the world cup either.
On wikipedia it says that the national team did not enter the 2010 world cup qualification. This might have caused SI to program it such that they would never decide to enter a world cup, which of course is silly.
Maybe you can write an email to SI to make them aware of this issue. Additionally you could look around in the editor to see if there might be a setting that could make your country enter the world cup qualifications. Unfortunately, you would have to make a new game to profit from these changes. Unless FMRTE or any other savegame-editors are able to change this, but I doubt it.
