Custom League Won't Work for some reason :s

Hey guys, I'm having trouble with getting a custom league to work, I was bored with the stock leagues and took a shot at making my own for fun. All was going well, I have done Andorra, San Marino and Cyprus, activated the league and added more teams etc. So I thought I'd look outside Europe, I decided to give Mayotte and Reunion a go, two French Islands around Africa, gave Mayotte a shot first as I thought it looked easier, all was going well, Nation Rules were valid I had everything in place, until I started up FM2010 and selected the custom DB, it gave me this;



and this message;
Require Minimum of 12 teams for first division, found only 10

I've slaved over the DB for hours and I can't find anything wrong, anyone else had this problem? or know of the solution??

It means that you have put minimum number of teams in first division 12 but there are only 10 teams in there so change the number from 12 to 10 in mininum number of teams in the league or put another 2 in that league.
