Your board will only start the building in pre-season and it looks like you asked for the upgrade in May, only 1-2 months planning probably wasn't long enough for them so expect them to start building at the end of this season in June (2021).
Evo is right. Same happened to me, it is the third summer in row with no decent regen yet... It is so frustrating to lose again a youth income for just a few months or even days. Seems we both will have to wait next season..
REALLY RETARDED, the board decided to start building as soon as the leauge started, but it's not going to be completed until november, so it'll take another year to get it fully functional, this is so freaking annoying!
