Ok once you have loaded your game, you should do the following:
Click on "filter":

To find regens only, you tick the box behind "Is regen".
If you are unfamiliar with Genie Scout, it might be better to not tick this for the first time.
The reason for this is that the 'real' players will help you give an estimate of how high of a Potential Ability / Potential Rating (explained below) you should be looking for.

Additionally, you can add some filters to your liking.
Next, you press "OK":

Then you will be presented with a huge list of players.
By clicking on "Pot A", you can sort these players on their Potential Ability (PA). Potential Ability is a number ranging from 1 to 200, used by the game to fix the potential skill of a player. So players with a high PA are usually good.

Additionally, you can click on "Best Pot Rating". This sorts the players on their Potential Rating.
Potential Rating (PR) is a percentage used to estimate used by Genie Scout to estimate the skill of a player.

As neither methods are flawless, it is best to look for a good combination of PR and PA. Myself, I prefer PA a little over PR, as PA is fixed by the game, and PR is an estimate that usually changes as the player develops. Also the rating coefficients set by Genie Scout might not be optimal for your style of play.
Finally, you can double click on a player to show it's attributes, and if you tick the box before "Show potential attributes" you can even see an
estimate of the potential attributes the player can have in the future. (Note that these are just an estimate! The real future attributes will depend on training etc.)
