Why not manage Portugal?

Few days ago i got a message to inform me that Portugal's manager position is now empty and decided to apply for the job. When I pick Portugal from the list with available teams the option "apply" is not there! I can apply for Sweden, Paraguay, Switzerland but not for Portugal, South Africa and some other nations from Pacific ocean.... I let few days pass but it's still the same!
Is it because I have loaded only Greek league to be playable? Don't know if it matters but i loaded lots of nation players to be available...
Is it because I'm Greek ?! No offense to all Portuguese friends, i'm joking!
Of course the two nations are not even rival...
So... WHY CAN'T I MANAGE PORTUGAL????

I think that the nation has to have so many players available to them (not including greyed out ones) to allow you to manage them. this happened to me when i tried to manage Japan once.

No. I didn't have this option for any team. I found which ones I could apply with the "apply all" option....

I don't think we're the same occasion because Japan and Germany are the two teams you can't manage anyway in FM 11 due to rights problems with SI...
You could be right though about the number of the players but still it's not the case: I already manage Ivory Coast and there are very few Ivorian players available. In contrast, there are lots of portuguese players....

I don't think SI has the license for Japan.

SI doesn't have license for japan or germany, maby some others as well. however they do have portugal, I've managed them in the 11.3 patch... so I guess what someone said about a minimum requiered amount of players is true

Have they hired someone already?
Or it might be because you're currently managing a nation. I'll try and find out, but the World Cup's just gone on my England save and the jobs have been snapped up.

Come on people! As I already said I'm currently managing Ivory Coast and in my game there are much more Portuguese players than Ivorian! Still I can't find a possible explanation and perhaps I'll continue with Ivory Coast till World Cup...

Maybe your applying was unsuccessful and that's why you can't apply any more.
