Loan to Buy fees

What does the scout report mean about the loan fee

Scouts tells me,that i can loan players with low future fee (example: 200k)...But when I made loan offer their clubs wants much bigger prices (example: 3M)...can someone tell me what's going on...and how to "loan to buy" players for low price,just like scouts tells me??
Are you sure the scout is telling you about a future fee or about the initial loan fee the team would ask from you to actually loan the player?
Because normally, I can't recall the scout speculating about a loan future fee at all.
He says just like this "Player will be probably available for between 140k and 200k if you wanted to take him on long term loan"...But when i make offer..His club wants 2,6M what is his real price.
Exactly my point. It means this will be the initial fee his team will ask from you to agree on a loan move in the first place. It has nothing to do with the future transfer fee.
