Need help loading leagues

I’m trying to start a new game and it won’t let me load the Scottish or Welsh leagues. They aren’t even there as an option. The only files in the editor folder are the recent dlc ones from this site. I want to load all of the lower leagues along with the lower leagues in England. Any help would be greatly appreciated.
