impossible to modify salary budget (HELP)

Hello, I'm looking for help because I'm going around in circles.
I just finished my first season in Ligue 1 with Le Havre. I finished second + winner of the Coupe de France. It's June 22nd and I can't change my salary budget as usual even though I have a 6 million transfer budget, I don't understand. I don't have any current offers, whether for players or staff. I don't have any other backups allowing me to go back. I thought about a salary bill that might be too high for the club but even by selling all my biggest salaries for the test, nothing changes, even though I now have an 11M transfer budget, the cursor remains stuck, grayed out. I've gone forward to August 20th and still can't make changes.
The only clue I have is that I signed Gonzalo Borges at the beginning of June for 8M and 100,000 salary per month, but compared to my previous experiences, it's not much, especially since I'm going to play in the Champions League?

If I recall correctly (been a while since I experienced this), sometimes the board will freeze the ability to adjust the wage budget for a period of time for a variety of reasons. Perhaps you have open transfer negotiations with some players? Or there is a board takeover/election? Could be another reason aside from these, also.
