We can already add real photos for thousands of players using face packs. So why is it still blocked for managers? I even got my manager’s ID via FMRTE and tried to force it, but nothing changes. Why this limitation?

Only the developers can answer that.
Perhaps it's something they'll add later, and currently low on their priority list.
Truth is they have more pressing issues to deal with.
