Always Terrible Youth Intake

I'm currently in a long term save using a Tier 12 database where i took over my local Tier 10 team and 12 seasons or so on, I'm in the Premier League/European competition and my facilities are all top quality.

However, every season, without fail my Youth Intake is terrible, the worst rated it could possible be. I have achieved almost everything I want to in this save, and i'd like to start getting some good youngsters to bring into the team as an added challenge, but they're always terrible.

Is this a known 'thing' when using a customer db and taking such a small club up the leagues? Will I ever get a good intake? Is there anything I can do beyond keep upgrading facilities/network (which are currently maxed out)?

Would love to know if anyone has any tips or similar experience.

I also play in lower leagues in FM 26 Console and am trying to see if as one video said, improving the Head of Youth Development to "Working with Youth" as best as it can, would make a difference, it also seems the personality of the HOTYD could pass on to the intake coming each year.

I guess that is why SI gives option to purchase "Golden generation"

Exactly my situation - countless upgrades in youth development and training but utterly woeful intake year after year - half star players, and the one stars get recommended for contracts.

I think it is hit and miss in most of my saves so far. In the Dover save, only the first intake was good despite having the worst coaching and training facilities.

In the Siracusa save, it seems to be much better so far, but I have only played two seasons.

I'm not sure which country you are managing in, but that could be a factor as well, since not all countries produce good players consistently.

In my save I am in 2041 with Man United. From the youth team I developed several players to 5* to world class. But they were already at the club when I joined in 2027. Since then I have had a poor intke each time. I have to scour the good young players from other teams.
My facilities are top class. HOY is the best with a great mentality. Coaches 1st class. I give oppurtunities to youth and praise them regularly.
I have followed all tutorials and nothing. Never have had good intakes in previous FM's and I do 1 long term save for each FM.
I think if the game offers a chance to buy a golden intake, you are not likely to get one for free.
Man city, liverpool, Everton and even blackburn and Preston have developed world class youth players who I have to pay £millions for, so locality is not the issue.
Again another flaw in an already declining game.
