Windows blocking me from using it

There is no way to launch FM Scout. Microsoft is blocking me from using it and telling me its dangerous.

I have seen this message before, but then I was able to click "run anyway". This time, there is a new layout for the message, and my onbly option is to send feedback to Microsoft that it's wrong to block it.
It worked yesterday. This problem started today.

What do I do?
