I'm in third year of game play trying to rebuild Newport and I am using Genie Scout (and I make no bones about it) to identify terrific cheap staff signings.

I'll confess I am having difficulties because I have next to no budget, and low rep.

Looking at the staff who would be willing to come to the club, does the Potential Ability have anything to do with it, if they are running a strong team, will this increase over time. What else drives this attribute? Is a 105/124 CA to PA a better long term prospect that a 90/199.

I understand that if that was a player, it would be a no brainer, and that training facilites, staff, determination and workrate play a part, but how does it work for staff?
Potential Ability for staff has indeed impact, meaning that staff improve over time similarly to players. So a 90/199 is definitely a better long term prospect than a 105/124.

The way it works I'm not really sure about, but I've seen it in practice so I can tell it works that way. It may be very simple, as in they can improve over time regardless of whether they are employed or not.
Perhaps their mental attributes or the training facilities of their current club could play some role in the whole process.

When looking for staff in genie scout I'll put a minimum PA of 160 and check their ambition, low ambition means they wont reach their full potential. When looking for future top coaches I always put a minimum determination of 13-15 (since this won't improve and is important for coaches) and a discipline/motivation at a minimum of 10-13 (since these are important attributes too but will improve slightly). Don't worry if the coaches have low training attributes (fitness/goalkeeping etc), if they have lots of potential to fulfill those attributes can increase quite rapidly.

If your playing at a small club you might want to but a max current reputation on the staff filter of 3000/4000 or so.

Well, as Stam and Evo said coaches are calculated much like players but...in a low team with low rep the most important trait of a coach is its stars in training areas the rest are luxury for a low rep team and since lower teams allow no more than 6 coaches then focus on staff with 3-4 stars no matter what their mentality is so as to help your players evolve much quicker! As your team evolves and grows up then you need to pay notice to determ/discip/motiv and of course each field you need to train and of course to upgrade your tr/yth facilities as well!
