Is Barcelona doing transfers in your game?

I'm 3 seasons in and I noticed that Barcelona hasn't done any proper transfers while their squad is aging and league position dropping.

They spend 7mil in 3 seasons. I checked their balance and it's up to 400mil with 350mil available for transfers... yet nothing.
Does anyone else have this in their save?

I am in July of 2013. The transfers for Barca so far:


11/12: $14million in and $14 million out
12/13: $14.5million in and $7.75million out

In my Oxford save, Barcelona spent at least 20 million AUS dollars on 2 player per season. They just signed Wayne Rooney for 60 million dollars on 2015 in my save.

Most of the time, Barcelona and Real Madrid signed potential player, not current good players.
