How do I create a league with 9 multiple divisions?, HELP!

I am trying to create a league with 9 separate divisions(5-9 teams in each division).
The top 2 teams from each division at the end of 2 rounds(10-18 game season) goes to the playoff to play for the league championship.
How do I do this?

Can someone help?

I'm not certain on the 'nine tier league' idea or of how to pull it off (might have something to do with making them all 'sister leagues' to one another), but once that is achieved, find the tab that mentions play offs, and select all the desired teams to take part in a 'championship play-off' Hope this helps.
