Okay, so I know PD = Probability of Development.

I have multiple players who when I load their stats up and click the show potential attributes button, it shows me down the bottom left that they will hit their PA.

Before showing potential attributes

ca=109/pa=200

After showing potential attributes

ca=200/pa=200

But their PD rating is only 43%.

Edit: His Progress Rate = 4 and a half stars as well.

How is this?

Edit: Or does PD = Player Development and it is saying how developed he is? Like the 109ca is 43% of his 200pa that he will reach?
Can anyone help?

I think it's a little bit of both of your guesses. At first sight, it looks like it's just how developed a player is. But i noticed that players with low progress rate also have lower percentage of pd than those with similar pa/ca. I also noticed that once a player starts to decline, his pd also goes down.

Truth is i dont think PD its very useful... Progress rate is more reliable.
It's a bit foggy indeed.
But what i'm thinking now is:
Progress rate: The rate the player will develop, based on mental traits/attributes.
Probability of Development: How likely a player will reach his full potential (PA)

So, when they are getting older, the chance they reach full PA is declining. So the PD is dropping.

Example:
1) I have a player with CA 124, his PA is 132. He's 25. Has a progress rate of 2*. A PD of 100%.
He still has time to get to 132 (it's only 8 difference), even if it goes slow.

2) I have a player with CA 89, his PA is 159. He's 21. Has a progress rate of 2.5*. A PD of 24%.
He progresses a little quicker, but still has to go to 159 (70 difference). So depending on playtime in the first team, level of training, happiness etc it's unlikely he will reach it's full PA.
