wait till they are nearing the last year of their contract

be a "big" club

see if your scouts say he is intrested in joining

loan him first, see if he wants to make it permanent

well you usually get a scout report if u scout him. on there it will most probably say if he would be interested or not.

now the important thing is to see what type of interest he has. i mean does he really want to come, or would he be slightly interested.

but usually you should praise him once or twice. OR/AND say that u are thinking of or you are gonna try everything to sign him.

usually a player like that will be wanted by other teams, so after a while when u have made ur interest and all. then make a low offer for him.

the best thing after they reject ur offer would be that the player will become unhappy and wants to leave and all.

but anyway, they might just want to negotiate and put a sale value on 18m.

but keep negotiating, if the player wants to come then it becomes easier. if other teams are interested then its even easier.
keep negotiating and in the end you will get him cheaper.

Become friends with his manager. I've gotten some really awesome deals out of simply Respecting his manager.

well its different if a player likes you or not. he might like you, but what if you manage a team he hates?

plus that he has to be interested in your club, i dont think juve have a good reputation. so that might be the case

juve was on his favored club list as well he loved the year loan spell but now he wants to come to me but lol i don't have any money and i don't want to tanish this game by editing it
