how do i find a scout who can judge how much i have to pay for a player, because some of my scouts will do that and others don't, which abiliy does a scout have to have, to be able to jusge that?
i think it comes under a colum, there is Cur A, then Pot A, then there is Min AP (the minimum you will have to pay for a player, and then Max AP (the most you will have to pay for a player)
i dont understand what ur saying, well not exactly.
BUT, instead of using scouts to find out how much they want, use FMM=fm modifier, or genie scout to find out a players sale value.
of course then if u negotiate they will most probably lower the asking price.
i dont think there is a stat that you can look for in scouts, like tactical knowledge or judging PA, which makes them give you min/max asking prices. every time i have had a player scouted my scout has always provided me with a min/max asking price or said something like this club is unlikely to sell the player after having arrived so soon. so i dont know why some of your scouts are not providing you with this. what kind of stats do your scouts have? all my scouts have high stats for judging PA/CA, perhaps if your scouts have low stats for this then that could be the reason...

in his case he has to scout em again and again till he gets more info, and he has to maybe scout with some other scout.
You have to scout a player more than once to get more info like asking price, hes strengths and weaknesses, etc...
