Geremi Ndjitap, also available on a free, a one-year contract for an excellent midfielder.
Mauricio Molina, a brilliant central/left attacking midfielder.
Either Yaya Sonogo or Mbaye Niang, both phenomenal young strikers. You'll get lots of attention from Real Madrid, Manchester United etc. for them, so you'll be able to sell them at a tidy profit.
Angelo Ogbonna, excellent left back/central defender, if your wage budget stretches to cover him.
Get loans for players like Ryo Miyaichi and Francois Coquelan (both Arsenal).
As for tactics, I've just won the championship as Blackpool mostly playing 4-3-3 defensive midfield, with two wingers and a lone poacher, and mostly using the flanks. But that will depend on how good your wingers are.

Seriously, work the loan market. It's how Championship clubs get things done. Don't be afraid to ask for loans from French/German/Spanish teams, either. Fire all your underperforming scouts, and go look for better ones (search in Staff Search for scouts with Judging Player Ability/Potential stats of highter than 14). Get them to look for the best-quality young loanees you can find.
