Reinstall Genie Scout, I had same problem but got fixed after a reinstall.
Hope it works for you.

i have the same problem and i have tried to install it numerous times but it still happens.
I'm running win7 64bit.
Ditto, Win7 64bit Ultimate.
Reinstalling does not cure the problem either. Neither does executing as an Administrator.
Works perfectly well on my laptop with Vista (strangely)!
had the same problemm so i removed the 'Ads' folder, ran FMGenieScout and it worked perfectly, maybe the solution?
That didn't work either. Ads folder deleted, IE still tries to open
http://ban_vertical.html/ infinitely every time I launch FMGenieScout.
Even deleting the html files does nothing. The exe still attempts to open the documents.
I had the same problem, but I think i figured out what's wrong.
Genie is not able to write the ban_vertical.htm file in its destinaton folder. Probably because it's write protected or you are not installing as administrator. For some reason it will then try and open that file in explorer but cannot find it, and then tries again. I think this problem with write permissions is common in 64bit Windows versions as I have had other problems that could be related to it. (has anyone here encountered it in 32bit?)
What I did was extract the innstallation file (not run it directly from the zip) and then shift+right click to run as administrator. Then right click the Genie shortcut -> properties -> advanced and check the "run as administrator" box. It seems to me I always have to run as administrator.
Another tip, if you get the popups, is to never click anything in the genie program window and then use task manager to close it. My experience is that a new wave of popups is launched everytime there is a mouseclick in the program.
Hope this helps, I thought I installed a virus version of the file so I paniced for a while but it seems like it's only a bug.
