Is there any way to "unlock" the players from germany national squad.

Yea there is.
By installing weegie data update you should "unlock" them.
Nevertheless, I will give you link here on this post (in a bit) to a single file that should do the work for you.

EDIT: Germany fix, 22.34 MB (I didn't test it yet and I'm not sure if it's 8.0.2 compatible, but I hope it works

This seems to be a proper fix, without the need to download anything, but I don't know how it works for 8.0.2. I mean it works for 8.0.0 because I can only see "800" folder inside db, but where is "802" folder?

- Go to
"C:/Program Files/Sports Interactive/Football Manager 2008/data/db/800/lnc/all"
- Copy and Paste the file "fake.lnc" anywhere as a backup, then delete it.

When you start a new game the countries effected will have the proper squad. All this file does it put a "mask" on the national teams effected and once you remove it will get rid of the mask.

I haven't found a solution for patch 8.0.2 so far, but the solution I mentioned above is about 8.0.0 and should work without starting a new game. If you open that file "fake.lnc" with a text editor, you will see this:

So, logically by removing this file, Germany should cease from being fake and Oliver Kahn should show up instead of Mustermann. But I tried that with patch 8.0.2 and it didn't work.
If anyone knows of a 8.0.2 compatible solution, please speak up.
