Scouting Unloaded Countries

Im staring a new save and i was wondering.

How dose scouting Unloaded countries work, do you get to scout all players or non at all.

im not going to be playing a big club so ill be after the less know players maybe after some good deals in South America.

Can anyone give a quick answer please

There will be some players still available in those countries so they will still be scouted
