if he has signed the contract no he cant change but if he hasnt signed the contract then he can still sign for utd and city but he is unlikely to go back on his word
He's about to sign this week. In my opinion, he will get much more first team football in Chelsea than in both Manchester City and United. Especially in City, where there's David Silva on his post.

To say Twitter put them off is ridiculous.
All three clubs agreed a fee with Lille and a wage packet with the player. Therefore, all three clubs wanted to sign the player. The player ultimately chose where to go for whatever reason/s. I didn't hear of any club pull out of the deal prior to his announcement.
