My budget is 35Mil due to a poor season but im struggling to pinpoint where the team is lacking

Your RW position is weak compared to the other positions. Chamberlain needs time to develop before becoming a regular starter, same goes with Miyaichi. Put Shaqiri on RW and buy Hazard / Gotze for LW.

also you need a RB other than Sagna, Jenkinson won't cut it, buy Clyne from crystal palace?
