I'm afraid FM13 will continue to require Steam to activate, install and play. The reason is simple; the developers avoided pre-release and 0-day piracy this way, and as a result the sales of the first 2 weeks were significantly increased compared to the FM11 ones. They ended up with extra profit which they used to bring new people to join the Sports Interactive studio. Basically, Steam is the most profitable option for SI/SEGA at this point and it would make perfect sense to remain.
I understand exactly why they are using Steam and I'm glad its making things better money/staff wise but wish there was an alternative...Anything but steam! haha. Happy to live with it though, won't let it put me off!
It is now 100% confirmed that Football Manager 2013 will need Steam to run (and of course activate, download and install). In fact, there will be deeper integration with it to make playing network games easier.

To be fair this argument turns into the DRM argument that has been around in the gaming industry for the recent history. If anyone wants to know more just type in DRM gaming into google.
