i need a playmaker or allrounder, i have 20mill to spend

nenad milijas at wolves or nacer chandli at fc twente both class acts

Well in the cheaper end you have Milan Badelj, he is availeble for like 3-4 mill at the start of the game. Did a great job, but can't compete with the top players like Hamsik, but he costs more like 30 mill.
