So far I'm at year 2020 of FM 2012, using FM Genie Scout, I've noticed that the highest potential youth consistently come from either Holland or Brazil. England has been steadily producing worse and worse players. Is it possible to improve the quality of the youth regens? And how??

there is an easier way. If you go on the editor, you can change the calibre of youths that come through the ranks editor > nations > england > information > youth rating. It is currently set at 140/200.

Brazil is 185/200. Germany is 160/200. Spain 152/200.

Changing this to 200 will improve the calibre of players you get. You can also change the personality types so your country creates very determined and professional youngsters.

Other steps that will help but will take away from realism:

1. Change the population of the country and each region - put it something very high
2. Change the youth academies/youth recruitment/coaching of all teams in your country (you can select them all at once and just make one edit)
3. Edit ALL directors of football and give them 200 for current ability and working with youths

If you do all of these things the game will be unrealistic so if I was you I would just do one or two at max. Hope this helps.
