These sort of posts are very hard to respond too, as we dont know your financial situation, we dont know what positions you're looking for and we dont know what players have been sold on the free agent list, etc....
My suggestions for any lower league manager is to always buy youth and concentrate on being a feeder club instead of a promotion club for the first year anyway.
If you want to concentrate on buying older players with better stats, you will get no investment on your free transfer, with a young player you will get this.
I also suggest concentrating on getting your staff as best as you can get them and in league one or lower always search the free market with pace set to 15 or above, Pace is what wins lower leagues. (Obviously some of the other stats have to be decent also, pace is key though)
