Why aren't any youngsters promoted to my U19 squad, after finishing the 2007-2008 (first) season?

I'm playing Sporting Lisbon, so it has one of the top 3 or for youth centers, Youth Academies in the world.

my club that i'm at (persemalra in the indonesian premiership) has a youth academy and i'm now in my 5th season and it has not produced a single player. Had no players in my u18's to start with and dont now so any ideas why this is?
