Tictacs

I have made one good tactic for Brighton, but only one in my 3 years of playing FM. What am I doing wrong, even just off the back of my great Brighton career, I started again with Chelsea, and couldn't get the tactics right.

What can I do to improve my tactic making (exercises or scenarios etc)?
