Can't get work permit, need help!

I'm trying to sign a 15 year old but fails to get a work permit even though the scout report says it has a good chance of being accepted on appeal.

I'm trying to sign this 15 year old in the scout report it says he will fail to get a work permit but it has a good chance of being accepted on appeal.
I've appealed twice now and it keeps failing?
Anyone got any ideas? :)
You can see if you can send him to one of your affiliated clubs if not im not too sure, i just usually give up if i cant get a work permit lol, im sure there will be a way around it though
I haven't tried this for quite a long time, but you got to do this:

Even after the work permit is denied, you will mostly get the opportunity to sign the player, but not be able to play him until he gets his citizenship. Send him to an affiliate from Belgium (3 years) or Croatia (2 years)..and compile match reports. When your scout tell you he has had a game of the highest quality, try and get him to sign a new contract. Again, the same work permit issue will come up, but this time, it'll be almost certain that it will be accepted because of his good performance.

You might have a big problem with WPs because you don't have a Belgium affiliate. Go ahead and request one. By the way, amazing job in getting Eastleigh to the Premier League and Europe!

Thanks for the replys :) ... I signed him on the forth attempt i appealed and it was accepted ... but i've requested a feeder club 5 times and they couldn't find a club everytime :( very annoying
I signed a player from Brazil to my club (Chelsea) I failed to get a WP on appeal but I have an affiliate club in Belgium I went to send him there but he refused to go to a lower level any suggestions?
What age is he? How many international apps has he? And what does the report say ''he will fail to gain work permit'' or ''he will fail to gain work permit but has a good chance of being accepted on appeal''?

Its how in reality footballers, are judged on a various amount of factors to see if they get their work permits, I believe fm follows a similar system to this.
