Unable to register regens

As title says im unable to register regen players in german second league, there a 15 year old ST and CDM

is this an issue with fm 13 or is it problem with league first time ive bothered with managing in Germany

I don't know for sure, but maybe it is the age of the player. 15 sounds too young to be playing in a league
