look at their stats, make sure that they have the right personal instructions.
Dont give your players too much freedom either, can take a bit away from them.
Finishing, composure and concentration matter a lot when the striker is in a 1vs1 situation.

depends, maybe more long shots and less freedom. i cant say though, every player is different.
when making tactics that slide can go +10 and -10. and for rooney i would give him these instructions:
creative freedom: around +4
mentality: +10
run with the ball, free role, forward runs often, through balls often, if playing with another striker.
and close down: +10
