Here I will explain where you will find the editor for FM13.

Open Steam

Library
and
Change All Games to Tools.

It will appear in this list. Double click and follow steps to download and install it.

The initial run may require to install direct X files.

but , i can't find steam in my PC, please help me, i was looked for it, since FM 12 , n now 13's edition was released

To play the retail version of Football Manager 2013 you will need to have steam, so should be there if you haven't illegally downloaded the game.

maybe like genie scout you have to have a game running for it to work
