Contract negotinations English 8th tier

Hi guys. I have a question.
I started managing Witney Town in the English 9th tier. After 2 seasons I won promotion to the English 8th tier. Not so realistic was that I could sign excellent youth players which were released on the 31st of May by Premiership or Championship clubs. This should be fixed next season on FM 14 because it's not at all realistic. Anyway now I am in the 8th league and I lost all my players to better teams who play in higher divisions.
The problems is that the board decided to turn the team as part timers from amateurs.
So every player I enter into negotiations asks me for a part time contract and a wage impossible for me to aford. The biggest problem is that I can't use the non contract terms or the amateur contracts anymore. Why?
Is some bug with the 7-9tiers update?
Because some players would want amateur contracts and the status of key players and I can offer them only 25 euros\ week as wage and part time contract. All of them refuse.
From my knowledge you can offer non contract terms (apperence fee, goal bonus etc.) even in the League One. This happens today in English football. So can you help me?
How can I offer again non contract terms or amateur contracts to a 8th tier team?

I'm not sure as I played with 8 tier upwards and started as part time but what I did notice is say I had a player on £25 a week who then wanted a new contract he wanted £300 a week.I just made sure i got them all on 3 year contracts when I signed them and then sold them in their last year of contract.
3 years was the maximum my board would allow which changed to 5 years when I made it into the football league and turned professional.So maybe it is just this same thing I had,players on low wages want much higher and not a bug.I know it is annoying though,sign a player for 3 years on £10 a week then 6 months into that contract he wants a new one for £300 a week with no extra years added lol
oh and my total squad wage budget was £350 so no way were they getting a wage hike,Your're mine for 3 years on £10 a week now shut up and play!
Thanks splitpawthanos for your help. Unfortunately is not working. My board allwos me to pay them only 25 £/ week and my dudes want at least 130 as part time contract.
I lost already 16 players but luckily I still have 5 key players from my last year squad.
I try to survive this season. So far I'm doing o.k. in the 8th tier but if things don't improve I will resign and for sure get a new job at the end of the season. After gaining a promotion I have a good CV!!!
There is a problem with FM at the lower leagues especially in contract negotiations. I mean the 7-9th tiers. Especially after beginning in the 9th tier and after 3 years gaining promotion.
This should be improved next seasons. Anyway it's fun to work at the bottom!

I don't know the answer, but I managed Runcorn Linnets in the North West Counties Premier Division (level 9), won promotion to Northern Premier League First Division North (level 8) in the first season as amateur club and the chairman turn the club as semi-professional in June. And I lost most of first team players (a least 90% of them) on free transfers because they on amateur contacts, couldn't offer them a semi-pro contact because couldn't afford wages they were asking for!. I ended up deleting my save because of being frustrated not being able to replace them due to financial reasons.
Yes @sdbrook it's exactly what has happened to me.
I lost 90% of my players also because the board allowed me to offer them only part time contracts, no amateur or non contracts and the max. wage was 25 euros/week.
In the end I continue to fight here and I will do it this season and after that I will resign and get a new job. After a promotion I have a good CV.

There are bugs including these negotiations and the FA cup.
Since two seasons now I don't play in the FA Cup. Why????

And I asked the board for a new contract and they haven't returned for 6 months now with an offer.
But still I'm managing the club.
Sadly there are many bugs at this extension. Hopefully next year the FM team can solve it.
