Creating your own league

Hi i want to create my own leagues, league 1 being the best teams in the world, with promotion relegation from league 2 with the next best teams in the world. Ive tried to do it and dont know how, so any help would be great thanks

On Steam Goto View > Tools > Football Manager 2013 Editor

And when that loads up you can then edit and create anything within the game.
