I wouldn't say so. There are several comparable scouts, later in the game many better.
I always sign this guy if I'm at a big enough club. Cesare Madiini is another good one. A lot of the quality back room staff seem to be Italian.

He is great because he is free at the start of the game but their is several scouts who can contest this title.

He's a great scout, one I always sign for clubs like City, but he is pretty expensive in terms of wages. I remember Jimmy Hampson from West Ham was the one I always used to sign on FM12, he was awesome. JA/P of 20, and still with a lot of time left in his career.

thought as much he was a gem ,100% correct in terms of wages .
He is definitely worth having in the pool regardless of your team but there are better out there, just not available easily.
Depends what you're looking for. I look for Potential Judgement, so he's great for me, but, I have Graham Carr who is cheaper, so I don't need him.
