A good idea is to download and load into your save a 'wonderkid' or 'lower league gems' shortlist, then you can use the filter to remove unrealistic transfers and you should be left with a batch of potential stars that are a reasonable prospect for your level. Google fm13 shortlist download for options, you're sure to find one right for you.
Most have installation instructions but if not just ask here and i'll walk you through it.

In my Monaco game I bought Anothny Knockaert from Leicester city who is a french hot prospect. You can also get Lucas Digne fairly cheap.
I'm in my second season with Monaco, in my first season I bought Ebondo(Free), Rafael Carioca for 6,25 M, Marek Suchy for 5,5 M, Matias Degra for 400 m, Diskerud for free, Sven Schipplock for 1,1 M and Bruma for 6 M

Sven Schipplock was the best guy that I bought, Bruma made a good season too.
