after downloading genie scout, i've noticed that some of the names banded about as future stars are actually given very average PA in some new games, (e.g. wijnaldum - PA 150) while players who are never going to hit the full PA are given massive ones... (e.g. 19 year old regens with CA of like 80 and PA of 190.)
so my advice: best using that than asking other players.

Rodney sneijder hes wesley sneijders yourger brother and is only 17 iv had a scout with 20 ability and potetial scouting scout him and it said he will be a leading premiership midfielder and has the potetial to be better than frank lampard and his freekicks r class. hes in the ajax under 19s team and can be got on the cheap

Marecek is very good. When I found Marecek, I was shocked to see how young he was and that he was a first player! Usually if you see young players who have already achieved getting in to the first team, they usually get an average rating of 6.5 of somewhere close to that, but Marecek was one of the best players in the league! Looks like a great prospect....
