In my opinion FM13 isn't that great, then again I only spent $15 on it.
FM14 won't be released until November at the earliest, it looks good so far though. You should stick to FM12 for now.
Personally i'll go for FM 14 as at the moment you can get it a bit cheaper than what it will be when it is released.
Besides, the match engine should be better and all the good players will be updated.

Agree with everyone else. Wait for FM14. If you look here, you can check the new features that have been confirmed so far. The difference will ofc be bigger between 12 and 14 than 13 and 14.
