So why can't he play? You should know better than we do. Did you register him for league/cup matches? Does he need/have work permit? ...
A player cannot play for one or more teams in a season for cup competitions ( including UCL, league cups (etc: German Cup, FA Cup......).
All English league needs to have a minimum of 8 players trained in same nation for 3 years before 21st birthday.
Either your team registration cannot fulfill the above criteria and thus the player left out for the league, or you didn't check your team registration when the deadline is up.

hello. i had a similiar issue with liverpool.
i got diego perotti on loan, january transfer window.
he arrived on 4/5 January but i'm unable to register him to premiership matches - i don't know why.
