also, if you are 100% knowledgable in a given country, lets say South Korea, you then are also able to see any newgen players or staff that get created if you do a player or staff search. If you arent 100% you probably wont see these players/staff.
I found this out by getting very annoyed the fact that i couldnt find any scouts from the Oceania region - turned out that i had not got any knowledge in that continental region at all, so i scouted it for a few months (started with the bigger countries like Australia and New Zealand) then after a couple of months there were loads of players and staff that i could see from a search.
Just something to note however, if you cant/dont want to buy player from a particulaer country (because of work permit issues or tha fact that the younger players cant sign for you unless they are over 18 by which time their potential has decreased coz they havent been playing decent level football), then dont scout that region, ive stopped scouted Africa for example as i dislike my players leaving for African Nation Cup and also have work permit and language issues.
Its a good idea to know when the regen dates are and make sure your scouts are 100% in that country before the regen date, that helps alot !
