How do I gain semi-pro status?

I started my career without a job, and quickly got the job at an amateur club in the Norwegian second division. The media predictions was last position, but an excellent season ended with us as runners up in the league, only two points from promotion. When the transfer window opened in pre season, though, almost all my players left for semi-professional clubs in the same division, as they could provide a salary. Therefore I had to start building my team all over again, and didn't manage to get promoted the next season either (ended up mid-table).

My question is: how do I gain semi-professional status? When I try to talk to the board, the only option I have is to ask for professional status, which I can't press because it says: "The club can't afford to turn professional. I don't want to turn professional, though. I want to turn semi-professional. Does the board do this by themselves when the finances are stabile enough, or have I discovered an annoying glitch in the game?

The board decides when you go semi-professional, I had the same problem in previous editions. The only way I know of to "force" the board is to get promoted.
So I,waould say keep trying to get promoted. This way your reputation increases, your club reputation increases, your club finances increase. Thus the possibility becomes greater your board decides to go semi-pro or you get a job offer (or your sollicitation gets approved) by a (semi-)professional team.
